Two islands have been constructed in shallow areas of the Pearl River Estuary about 6 kilometres apart to allow transit between the bridge and tunnel sections. A submerged tunnel, which will reach 44 metres deep, connects the islands.

The project was meant to cost HK$18 billion, with the three cities each contributing a share. But after Hong Kong’s contribution blew out from HK$7.76bn to HK$117bn, the real cost is now unknown.
Based on 2009 projections, 11 vehicles would start their journey across the bridge every minute. By 2035 that number would nearly quadruple to 40.
